OK SB1353

Establishes the Office of the Integrity in Corrections Ombudsman within the Oklahoma Court of Criminal Appeals to investigate complaints from inmates and address issues affecting inmate health, safety, welfare, and rights.

Grants the Ombudsman authority to designate area or local ombudsman entities and representatives, and provides access to prison facilities, inmate medical and social records (with appropriate consent or approval), and administrative records of correctional facilities.

Prohibits interference with the Ombudsman's work and retaliation or reprisal against inmates or employees for filing complaints, making violations a misdemeanor offense.

Requires the Court of Criminal Appeals to provide legal counsel to the Ombudsman and representatives, protect ombudsmen from personal liability under the Governmental Tort Claims Act, and promulgate rules governing the Ombudsman's duties, qualifications of representatives, facility visits, conflict of interest procedures, and disclosure of files.

Becomes effective November 1, 2012.
