Allows persons aged 12-15 to operate golf carts on streets and roadways with posted speed limits of 25 mph or less in unincorporated county areas, if the board of county commissioners has approved golf cart operation.

Requires persons aged 12-15 operating golf carts to successfully complete a Department of Public Safety-approved golf cart safety education course or pass an equivalency examination.

Requires golf cart operators aged 12-15 to carry a golf cart safety education certificate at all times while operating and present it upon request by law enforcement; failure to present is prima facie evidence of violation.

Authorizes the Department of Public Safety to promulgate rules for certifying golf cart safety education programs, administering the education program, and issuing certificates.

Defines "golf cart" as a motor vehicle designed for golf courses, incapable of exceeding 20 mph, with no power or wheelbase modifications from standard manufactured models; excludes speed-modified or hybrid golf carts.
