Establishes that electronic sweepstakes machines are legal promotional devices (not gambling devices) when properly configured and operated at a single physical location.

Requires that sweepstakes results come from a single finite pool stored on-site, not at remote servers, with a maximum pool size of 1 million entries per location.

Mandates that results be drawn at time of purchase before gameplay, with free and paying entries treated equally from the same pool.

Specifies that pool must be fully depleted before creating a new one, prizes cannot change based on play level, and paying participants cannot receive additional opportunities unavailable to non-paying participants.

Becomes effective November 1, 2012 and does not apply to activities lawfully conducted on Indian lands under approved tribal gaming compacts.
