Amends Oklahoma law to expand "zones of safety" around schools, childcare centers, and playgrounds to now include any property designated as a park by governmental authority.

Prohibits registered sex offenders and those convicted of certain child-victim crimes from loitering within 500 feet of these designated areas.

Violations are felonies punishable by up to $2,500 in fines and/or up to 1 year in county jail for first offense; second or subsequent violations carry 3+ years in Department of Corrections.

Creates exemptions for custodial parents/legal guardians of enrolled students who notify school administrators of their sex offender status and update their scheduled access times monthly.

Becomes effective November 1, 2012.
