Provides an annualized salary increase of $350.00 effective July 1, 2012, for all full-time, part-time, temporary, and limited-term state employees employed on the last working day of June 2012

Applies to employees of county health departments, conservation districts, and the George Nigh Rehabilitation Institute, with part-time employees receiving prorated increases

Excludes elected officials, cabinet secretaries, judges, district attorneys, higher education institution employees (except George Nigh Rehabilitation Institute), and certain other specified positions from receiving the pay increase

Employees on leave without pay receive the increase effective upon return to work; employees rehired without a break in service of more than 30 days are eligible for immediate increase upon reinstatement

Prohibits use of appropriated funds to increase compensation for private contractors providing personnel services, with exception for sole source contracts or contracts under the Oklahoma Central Purchasing Act
