Modifies the Oklahoma Higher Learning Access Program (OHLAP) eligibility to include students whose parent died during the student's 11th or 12th grade year, provided the deceased parent filed an Oklahoma income tax return the year prior to death.

Adds a new subsection C to Section 2603 establishing eligibility criteria for bereaved students, requiring compliance with general program requirements in subsection A of the same section.

Updates Section 2604 to reference subsections B and C (previously only subsection B) when determining eligibility timing for posthumous enrollment more than three years after high school graduation.

Updates Section 2605 to allow students meeting the new bereaved parent criteria in Section 2603 subsection C to enter the program prior to age 21 by executing an agreement with the Oklahoma State Regents for Higher Education.

Effective July 1, 2012, with emergency clause allowing the act to take effect immediately upon passage and approval.
