Transfers all powers and duties of the Physician Manpower Training Commission to the State Department of Health, effective July 1, 2012

Updates all statutory references to the Physician Manpower Training Commission to refer to the State Department of Health or State Board of Health instead

Amends scholarship and loan programs including rural medical education, community physician education, nursing student assistance, physician assistant programs, and residency/internship funding programs

Repeals obsolete sections (625.7, 697.2, 697.3, 697.4, and 697.16) that are no longer applicable after the agency transfer

Declares an emergency so the act takes effect immediately upon passage and approval, rather than at the normal effective date
