• Requires the Oklahoma Health Care Authority to develop and implement a written plan to reduce unnecessary emergency room visits among Medicaid recipients by December 31, 2012.

• Expands existing requirements for the Health Care Authority to evaluate methods of reducing emergency room usage and non-emergency ambulance transportation.

• Authorizes the Authority to develop a pilot program using state-licensed health care professionals to provide educational interventions to high emergency room users.

• Requires the Authority to evaluate a telephone health information line pilot program (available 24 hours per day with physicians) and expand it statewide if it reduces emergency visits and demonstrates cost savings.

• Effective date: November 1, 2012.
