Amends 74 O.S. Section 1374 to modify vision plan offerings for Oklahoma state employees, effective July 1, 2012.

Requires state employee benefits councils to offer vision plans meeting five specific criteria: 150+ provider network, 5+ years operation in Oklahoma, proper state authorization/certification, accurate product information, and comprehensive benefits (exam, frames/lenses, contact lenses).

Mandates that any Oklahoma-based vision vendor meeting the criteria must be offered as an option for enrollment, defining "Oklahoma-based vendor" as having home office, customer service, and administration in Oklahoma while being subject to Oklahoma income taxes.

Allows councils to select up to one additional out-of-state vision provider if criteria are met, or to replace an underperforming Oklahoma vendor with an out-of-state provider if the Oklahoma vendor fails to meet or exceed the specified standards.

Requires equal administrative fees across all qualified vision plans with no additional requirements beyond proper state licensing or certification.
