Establishes a statewide voluntary emergency transportation and care membership program administered by the State Department of Health with collected membership fees.

Membership fees constitute full payment for ground and air emergency transportation and emergency care services provided by participating providers in the program.

Participating providers may submit claims to the Department for reimbursement amounts to be determined by the Department, and may still collect payments from third parties for services rendered.

Creates the "Emergency Transportation and Care Membership Program Revolving Fund" in the State Treasury to hold membership fee revenues, with unexpended funds at fiscal year-end directed to capital improvements for emergency medical care infrastructure.

Takes effect November 1, 2012.
