SB 1404 Summary

• Directs the Department of Human Services to privatize all community-based out-of-home placement services (foster care, kinship care, emergency foster care, etc.) by July 1, 2013.

• Requires establishment of a joint committee with equal representation from the Department and child placing agencies to develop selection criteria, service goals, and a transition plan for privatization.

• Mandates the Department contract with private licensed child placing agencies and allocate funds equivalent to the current percentage of the Department's budget dedicated to these services.

• Requires contracted agencies to comply with all state and federal laws, court orders, and maintain the "Bridge philosophy" that prioritizes children's connections to family, culture, and community.

• Authorizes the Department to privatize other child welfare services and requires the Commission for Human Services to establish in-home reimbursement rates to support family strengthening and prevent out-of-home placement; effective November 1, 2012.
