Amends 47 O.S. 2011, Section 1127 to modify vehicle registration requirements for military personnel and their spouses stationed in or assigned to Oklahoma.

Extends the $15 registration fee to any member of the Oklahoma National Guard or their spouse, regardless of whether the member is on active duty.

Allows Oklahoma residents stationed out of state by the Armed Forces to register vehicles in Oklahoma at the same reduced rate and exempts them from vehicle inspection requirements if out-of-state inspection documentation is provided.

Provides military members and their spouses with exemptions from late registration penalties for the duration of official assignments outside Oklahoma and for 60 days after the assignment ends.

Effective date: November 1, 2012.
