Increases Oklahoma Water Resources Board membership from 9 to 15 members appointed by the Governor with Senate consent.

Governor must appoint 6 additional members within 60 days of the act's effective date, with staggered terms and possible eligibility for one additional full 7-year term.

Four new members must be residents of four state quadrants (divided by Interstate 35 and Interstate 40 intersections); two members appointed at-large.

New and existing members must have same qualifications as current board members, and Governor should represent all water interest groups in appointments.

Effective July 1, 2012, with emergency clause for immediate implementation.
