Amends 47 O.S. 2011, Section 2-110 to authorize the Department of Public Safety to release motor vehicle records at no charge to nonprofit providers exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code and contracted by the Developmental Disabilities Services Division of the Oklahoma Department of Human Services.

Adds nonprofit providers to the list of entities authorized to receive Department of Public Safety records at no charge, alongside existing authorized recipients including government agencies, law enforcement, courts, and public school districts.

Maintains existing fee structures: certification fees of $3.00 remain applicable only when specifically requested, and copying/reproduction fees under the Oklahoma Open Records Act continue to apply separately.

Preserves confidentiality protections for personal information in driving records, with exceptions only for authorized recipients under the Driver's Privacy Protection Act (18 U.S.C. §§ 2721-2725) and as otherwise provided by law.

Effective date: November 1, 2012.
