Amends 29 O.S. 2011, Section 4-114 to provide free or discounted lifetime combination hunting and fishing licenses to veterans with proper documentation from the U.S. Department of Veterans Affairs.

Veterans deployed in combat zones receive free lifetime combination licenses; disabled veterans with less than 60% disability pay $200; disabled veterans with 60% or more disability pay $25; non-disabled veterans pay $325.

Lifetime licenses purchased under the bill (except senior citizen licenses) require an additional $25 Lifetime Oklahoma Wildlife Land Stamp, with $20 going to wildlife land acquisition and $5 for property management.

Allows residents under 18 years old to pay for lifetime fishing, hunting, or combination licenses through installment payments over up to three years, with full payment required before license becomes valid.

Effective July 1, 2012, with an emergency clause allowing the act to take effect immediately upon passage and approval.
