Establishes a five-member advisory committee for the Oklahoma Dental Loan Repayment Program with representatives from dental associations, University of Oklahoma College of Dentistry, Oklahoma Health Care Authority, Board of Dentistry, and children's oral health coalition.

Increases maximum number of dentists eligible for annual loan repayment assistance from 5 to 25, with awards up to $25,000 per year for five-year periods, allowing awards to be split among multiple participants.

Changes performance review period from two-year intervals to one-year intervals for determining eligibility for additional repayment awards, with recommendations made by the advisory committee.

Permits the advisory committee to award additional nonfaculty dentist positions if no qualified faculty applicants are available for the University of Oklahoma College of Dentistry position.

Becomes effective November 1, 2012.
