Creates Regional Water Planning Areas (RWPA) to sustainably develop Oklahoma's water resources based on river basins, aquifer delineations, and socio-economic characteristics.

Requires sensitive sole source groundwater basins and areas relying primarily on water from them to be located entirely within the same RWPA.

Mandates RWPA boundaries be reviewed and updated at least once every ten years, with amendments subject to Oklahoma Administrative Procedures Act.

Each RWPA shall have a resident Board Representative appointed by the Governor for a four-year staggered term to the Oklahoma Water Resources Board.

Board Representatives must hold quarterly public meetings within their RWPA to gather public suggestions and recommendations on regional water issues, in compliance with Oklahoma Open Meeting Act and Open Records Act.
