Extends through fiscal year ending June 30, 2014 the prohibition on withdrawing or denying accreditation, or assessing penalties, for failure to meet media materials, equipment, and program expenditure standards.

Extends through fiscal year ending June 30, 2014 the State Board of Education's exemption from assessing financial penalties against school districts with accreditation deficiencies.

Exempts all school districts from forming, convening, or participating in advisory councils and committees through fiscal year ending June 30, 2014, except when required by federal law.

Allows school districts to be exempt from textbook adoption and purchase requirements through fiscal year ending June 30, 2014, and permits them to use textbook allocation funds for any purpose related to school district support and maintenance.

Effective July 1, 2012, with emergency clause for immediate implementation.
