• Clarifies that strategic plans must reference the Oklahoma Program Performance Budgeting and Accountability Act instead of "this act" when describing performance indicators.

• Changes the reference citation in strategic plan submissions from Section 41.29 to Section 34.36 of Title 62.

• Requires agencies to explain why any required plan elements do not apply, if applicable to their operations.
