Amends 17 O.S. 2011, Section 53.1 to require Corporation Commission to promulgate rules for oil and gas operators to remove surface trash and debris from well sites and operations areas.

Defines "surface trash and debris" as discarded material directly connected with drilling, producing, or exploring for hydrocarbons, including garbage, rubbish, junk, or scrap.

Modifies statutory language by striking "prescribe and" and "and regulations" from the existing requirement language.

Becomes effective November 1, 2012.
