Changes the short title from "Aftermarket Crash Parts Regulation Act" to "Use of Aftermarket Emissions and Safety Parts Notice and Consent Act"

Expands regulation beyond crash parts to include aftermarket emissions parts and aftermarket safety parts (such as brake components, suspension systems, and supplemental restraint systems)

Requires written consumer consent before repair facilities or installers use aftermarket emissions or safety parts, in addition to existing disclosure requirements for crash parts

Modifies disclosure language on repair estimates to inform consumers that warranties on aftermarket parts come from the parts manufacturer rather than the vehicle manufacturer

Effective date of November 1, 2012
