Requires boat trailers, farm trailers, and utility-type trailers to be registered with the Oklahoma Tax Commission with nonexpiring registration certificates and identification plates.

Sets registration fees at $20.00 for initial registration of boat and utility trailers, and $1.00 for farm trailers; subsequent transfers cost $7.00 for boat/utility trailers and $1.00 for farm trailers.

Mandates that unregistered trailers must comply with registration requirements within six (6) months of the effective date, with specific requirements for statements of origin, photographs, brake specifications, and wheel types.

Amends Section 1134 to clarify that farm vehicle registration fees do not apply to trailers registered under the new trailer registration provisions.

Repeals Section 1133.3 regarding optional registration of certain trailers and becomes effective November 1, 2012.
