Prohibits notaries public and their agents from requesting absentee ballots on behalf of other voters, assisting others in requesting ballots (except household members), receiving ballots by mail for others (except household members), or submitting completed ballots on behalf of others.

Requires notaries public to maintain a log of all absentee ballot affidavits notarized for at least two years after each election.

Limits notaries public to notarizing a maximum of 20 absentee ballot affidavits per election, unless the county election board secretary provides written approval for additional affidavits.

Mandates the county election board secretary notify the district attorney and State Election Board secretary if more than 10 absentee ballots for a single election are requested for mailing to the same address, with exceptions for nursing homes, veterans centers, medical facilities, multi-unit housing, uniformed/overseas voters, and other board-approved locations.
