Amends 17 O.S. 2011, Section 139.109 regarding the Oklahoma E911 Emergency Service Fund and related telecommunications services.

Modifies provisions concerning Special Universal Services by requiring Corporation Commission review for telecommunications carrier reimbursement from the Oklahoma Universal Service Fund for telemedicine and health consultation services.

Maintains existing contributions to the E911 Emergency Service Fund (fifty cents per retail local exchange access line) and Telecommunications Technology Training Fund (seventy-five cents per line).

Preserves restrictions preventing large service providers (serving 15% or more of state access lines) from recovering contributions from the Universal Service Fund.

Declares an emergency, making the act effective immediately upon passage and approval.
