Amends 82 O.S. 2011, Section 105.4 relating to diversion of water from natural or artificial watercourses.

Clarifies that the Oklahoma Water Resources Board (rather than an unnamed entity) has authority to make allowance for losses when water is reclaimed and diverted by entitled parties.

Allows parties entitled to use water to reclaim and divert water from watercourses where they have placed it, subject to existing rights and Board determination of acceptable losses.
