Expands exemption from roofing contractor registration to owner-occupied property of any type (removing "residential or farm" limitation) when owner performs work or uses family members, relatives, or employees with or without pay.

Modifies owner obligation to provide roofing subcontractor registration numbers to permit-issuing officials when applicable, rather than making such disclosure mandatory.

Removes prohibition on registrar investigating roofing projects for purposes of verifying contractor registration or permit compliance.

Expands materials required to display roofing contractor registration number to include advertisements, brochures, and business cards in addition to vehicles, signs, correspondence, and contracts.

Effective July 1, 2012, with emergency clause for immediate effect upon passage and approval.
