• Enacts the Oklahoma Paycheck Protection Act to regulate payroll deductions for state employees and school district employees.

• Prohibits state agencies from making payroll deductions for union or professional organization membership dues and political contributions, except for existing collective bargaining agreements.

• Limits voluntary payroll deductions to specified purposes including insurance, retirement plans, college savings, and donations to Oklahoma United Way.

• Removes payroll deduction authorization for the Oklahoma Public Employees Association and other statewide public employee organizations with fewer than 2,000 dues-paying members.

• Effective date: January 1, 2013.
