Amends 82 O.S. 2011, Section 862 to authorize the Grand River Dam Authority to participate in the Southwest Power Pool Integrated Marketplace or other Federal Energy Regulatory Commission-authorized Regional Transmission Organizations for buying and selling electricity products, fuel commodities, and financial instruments.

Requires the Board of Directors to adopt a hedging policy to enable the district to reduce risk through standard market products while preventing speculative trading and potential abuses.

Explicitly prohibits any expansion of retail activities by the district.

Makes technical corrections to references throughout the statute, replacing "this act" with "the Grand River Dam Authority Act" and removing obsolete statutory citations.

Allows the General Manager, department heads, and essential employees to use district-owned vehicles for transportation between residence and workplace and for official duty travel.
