Amends 59 O.S. 2011, Section 858-708 to modify appraiser licensing and examination fees charged by the Insurance Department.

Maintains existing fee amounts ($300 annually for certificates, $150 for examinations, $50 for late/reinstatement fees, etc.) while allowing the Appraisal Subcommittee of the Federal Financial Institutions Examination Council to set the Federal Registry Fee instead of the fixed $25.00 amount.

Authorizes the Real Estate Appraiser Board to promulgate administrative rules for charging fees related to experience reviews in the licensing process and review of course provider and instructor submissions.

Requires all Federal Registry Fees collected for state licensed, certified residential, and certified general appraisers to be transmitted to the Appraisal Subcommittee of the Federal Financial Institutions Examination Council.

Declares an emergency, making the act effective immediately upon passage and approval.
