Changes general school board elections from the second Tuesday in February to the second Tuesday in November of odd-numbered years.

Modifies candidate filing deadlines for school board elections from the first Monday in December through the following Wednesday to the second Wednesday in April through the following Friday.

Establishes a primary election process when three or more candidates file for a school board office, with the primary held on the second Tuesday in August preceding the general election, and the two candidates receiving the most votes advancing to the general election.

Changes the term of office for board members from 3 years to 4 years for elementary districts and from 5 years to 4 years for five-member boards in independent school districts.

Makes corresponding technical amendments to statutes governing vacancies in state legislative, county commissioner, and other elective offices; becomes effective July 1, 2012, with emergency clause for immediate implementation.
