• Establishes a minimum permit fee of $40.00 for motor vehicle size and weight permits, with an additional $10.00 fee per thousand pounds exceeding the legal load limit.

• Authorizes the Department of Public Safety to create an escrow account system allowing qualified motor carriers to pre-pay permit fees across all size and weight permit offices in the state.

• Permits the Commissioner of Public Safety to issue provisional permits to authorized carriers using authorization numbers instead of regular permits, valid for specific movements with truck/tractor license numbers included.

• Allows permittees using truck-trailer combinations to provide the Department a list of authorized trailers/semitrailers, requiring only the truck/tractor license plate on the permit rather than all vehicle plate numbers.

• Becomes effective July 1, 2012, with emergency provisions allowing immediate implementation.
