Amends 57 O.S. 2011, Section 222 to expand the Prisoners Public Works Act definition of "public purpose" to include harvesting Eastern Red Cedar trees on private property.

Allows inmate labor to be used on private property for public purposes, including graffiti eradication and cedar tree harvesting, when affecting inhabitants of the state or political subdivision as a group.

Amends 57 O.S. 2011, Section 549.1 to authorize the Department of Corrections to accept, process, and export agricultural products from the public to foreign markets when practicable.

Requires the Department of Corrections to maintain complete and accurate records of any barters or exchanges of surplus agricultural products and file copies with the Department of Central Services by March 1 annually.

Effective date: November 1, 2012.
