Amends Section 5, Chapter 285, O.S.L. 2009 (68 O.S. Supp. 2010, Section 3915) relating to the 21st Century Quality Jobs Incentive Act quarterly incentive payments.

Clarifies that an establishment becomes ineligible for further incentive payments if it fails to meet requirements in four consecutive quarters during the twenty-eight quarters following initial qualification.

Changes ineligibility condition from "does not meet" to "fails to meet" requirements in four consecutive quarters, and reduces the relevant period from thirty-nine quarters to twenty-eight quarters.

Establishes that establishments must continue filing quarterly reports during the ten-year incentive period and must meet wage and job creation requirements to remain eligible for payments.

Becomes effective November 1, 2011.
