Amends 21 O.S. 2011, Section 1290.14 to eliminate the training course fee (previously capped at $60) for concealed handgun license applicants in Oklahoma.

Maintains requirements for an 8-hour firearms safety and training course conducted by registered, CLEET-approved instructors, with course content covering pistol handling, safety, storage, ammunition, firing positions, Oklahoma firearms laws, and self-defense.

Exempts retired state, county, municipal, and federal peace officers possessing current CLEET identification authorizing concealed carry from paying the $100 firearms instructor registration fee and being subject to certain registration requirements.

Establishes automatic renewal provisions for active duty and retired law enforcement officer firearms instructors, allowing their registrations to renew with their handgun licenses at no additional cost.

Effective date: November 1, 2012.
