Requires active full-time certified peace officers to complete minimum 25 hours of annual continuing law enforcement training accredited by CLEET, including mandatory 2 hours on mental health issues.

Exempts inactive certified peace officers from training requirements during inactive status; officers returning to full-time active duty must comply with annual training requirements.

Requires tribal officers commissioned under cross-deputization agreements with Oklahoma to comply with the same continuing training requirements as state peace officers.

Establishes that peace officers failing to meet annual training requirements face certification suspension after written notice and reasonable opportunity to comply; suspension can be appealed through Administrative Procedures Act hearings.

Clarifies that references to "the Council" in suspension procedures are replaced with "CLEET" and specifies notification requirements to district attorneys, insurance companies, and law enforcement agency leadership; effective November 1, 2012.
