Amends 19 O.S. 2011, Section 866.2 to authorize counties to establish zoning regulations, building codes, construction codes, and housing codes for unincorporated areas, including areas within 3 miles of municipalities or 1/4 mile of state/federal highways.

Allows counties with upstream terminal ports, navigation systems, or federal/state reservoirs to propose zoning and building regulations by board resolution for unincorporated areas within 3 miles of such facilities.

Requires counties that have already established regulations extending throughout unincorporated areas to comply with the statutory requirements upon the effective date.

Modifies 19 O.S. 2011, Section 866.30 by reducing the acreage exemption for single-family residences from 20 acres to 10 acres for application of building and construction codes.

Becomes effective July 1, 2012, with emergency clause for immediate effect upon passage and approval.
