Oklahoma State Regents for Higher Education shall contract with a nonprofit multisensory structured language training institute to establish a comprehensive dyslexia teacher training pilot program, contingent on securing grant funding.

State Regents will oversee the pilot program and select no more than two institutions within Oklahoma's higher education system to participate.

Pilot program shall train higher education faculty and teacher candidates in elementary, early childhood, and special education programs on dyslexia indicators and multisensory structured language instruction methods.

Program may be expanded to provide professional development for kindergarten through fourth grade teachers if additional public or private funding becomes available.

Pilot program shall operate for a minimum of three years with annual reporting by the contractor and a comprehensive evaluation report due to the Governor and legislature by June 30 of the third year of operation.
