Senate Bill 1580 Summary

• Amends 63 O.S. 2011, Section 91 to modify the State Anatomical Board membership and expand its duties to register anatomical donor programs and non-transplant tissue banks in Oklahoma.

• Creates the "Anatomical Donor Program Registration Act" requiring all anatomical donor programs and non-transplant tissue banks to register with the State Anatomical Board before receiving whole body or partial body donations.

• Establishes minimum eligibility requirements that registered entities must be non-profit organizations and requires the Board to prescribe rules of conduct governing their operations.

• Authorizes the Board to deny, suspend, revoke, or refuse registration; establish administrative fines; initiate disciplinary proceedings; and report violations to the Attorney General or district attorney for investigation or prosecution.

• Amends definitions in the Oklahoma Uniform Anatomical Gift Act to include "anatomical donor program" and "non-transplant tissue bank" and clarifies that gifts for research or education pass to registered programs and banks; effective November 1, 2012.
