Amends the Physical Therapy Practice Act to add a new definition of "practice of physical therapy" clarifying the scope of services including evaluations, exercises, and physical agents to relieve pain or alter physiological status.

Permits licensed physical therapists to provide services for fitness, wellness, or prevention purposes without a physician referral when such services are not related to treatment of an injury or ailment.

Allows physical therapists to provide services to children under the Individuals with Disabilities Education Improvement Act of 2004 and Section 504 of the Rehabilitation Act of 1973 without physician referral.

Permits physical therapists to perform screening and educational procedures without physician referral.

Effective date: November 1, 2012.
