• Amends 3A O.S. 2011, Section 208.2 to allow fair associations to apply for one race meeting per year at locations outside their home county.

• Permits fair associations to hold race meetings at the racing enclosure of another organization licensee in Oklahoma that agrees to host the event, in addition to locations within their home county.

• Clarifies that fair associations must qualify as an organization licensee to apply for race meetings with the Oklahoma Horse Racing Commission.

• Redefines profit distribution to ensure net profit (after expenses including compensation to the hosting organization licensee) accrues to the fair association conducting the race meeting.

• Sets pari-mutuel wagering retention rates at 18% for win/place/show bets and 21-25% for multi-race/multi-horse wagers, with distribution to the organization licensee and purses for participating horses.
