Amends 62 O.S. 2011, Section 34.70 to modify voluntary payroll deductions for state employees.

Requires state employee membership groups to collect membership forms from at least 2,000 state employees within 60 days from initial submission.

Authorizes state agencies to accept online or electronically submitted membership forms from employee associations with a minimum of 2,000 dues-paying members.

Maintains existing payroll deduction eligibility for credit unions, banks, insurance plans, retirement plans, and charitable contributions.

Declares an emergency effective upon passage and approval.
