Establishes that impounded water from natural sources shall be the private property of the landowner, not subject to eminent domain.

Applies notwithstanding existing provisions in Title 60, Section 60 and Title 82, Section 105.2 of Oklahoma Statutes.

Includes exception that impoundment must not impair the water rights or property of adjacent landowners.

Creates new codified sections: Section 60.1 of Title 60 and Section 105.2A of Title 82 of Oklahoma Statutes.

Declares an emergency effective upon passage and approval.
