• Amends 43A O.S. 2001, Section 2-214 regarding training schools within the Department of Mental Health and Substance Abuse Services.

• Replaces gender-specific pronouns (he, him, his) with gender-neutral language ("the person") throughout the statute.

• Authorizes the Commissioner to establish training schools and arrange training for Department personnel, with the Department paying salaries, tuition, and subsistence costs.

• Requires trained employees to sign contracts agreeing to work for the Department for a period equivalent to their training duration or reimburse the Department for training costs.

• Becomes effective November 1, 2012.
