• Amends 69 O.S. 2011, Section 702 regarding the Department of Transportation's authority to enter upon private lands for surveying, testing, and constructing state highways.

• Removes the requirement for "registered mail" when notifying property owners of entry, allowing notice to be given "personally or by mail" instead.

• Requires at least 10 days' notice to property owners before the Department enters their premises.
