Modifies the apportionment of vehicle registration fees and taxes collected under the Oklahoma Vehicle License and Registration Act by adjusting the percentage credited to the State General Revenue Fund over multiple fiscal years.

Reduces the General Revenue Fund percentage from 29.84% (for fiscal years 2009-2012) to 28.84% (fiscal year 2012), 26.84% (fiscal year 2013), and 24.84% (fiscal year 2014 and thereafter).

Increases the percentage of funds directed to the County Improvements for Roads and Bridges Fund in corresponding years, rising from 15% (2009-2012) to 20% (2014 and thereafter).

Maintains minimum funding guarantees for school districts, counties, cities, and other recipients by ensuring no entity receives less in subsequent years than the previous fiscal year.

Declares an emergency effective date of July 1, 2012, allowing the bill to take effect immediately upon passage and approval.
