Amends 70 O.S. 2011, Section 14-112 to designate the State Board of Career and Technology Education as the state agency to cooperate with federal vocational and technical education authorities.

Removes redundant language "of the state" from the statute, requiring Governor approval before the Board can use or pledge state funds for cooperation with federal entities.

Effective date: November 1, 2012.
