Establishes the Oklahoma Medicaid False Claims Act, prohibiting knowingly presenting false or fraudulent claims for Medicaid payment and making false records or statements material to Medicaid claims.

Imposes civil penalties of $5,500 to $11,000 per violation plus three times the amount of actual damages sustained by the state, with reduced penalties of two times damages if the defendant cooperates with state investigators.

Allows private citizens to bring qui tam actions (whistleblower lawsuits) on behalf of the state and recover 15-30% of proceeds depending on state involvement, plus attorney fees and costs.

Provides whistleblower protections prohibiting employers from retaliating against employees, contractors, or agents who report Medicaid fraud, with remedies including reinstatement and double back pay.

Requires the Attorney General to notify professional licensing boards when individuals are convicted or settle cases involving Medicaid fraud, allowing boards to take disciplinary action including license suspension; effective November 1, 2012.
