Creates new section 26 O.S. 3-301.1 requiring local entities holding elections on the same date as state or federal elections to ensure compliance with the Let the Troops Vote Act of 2011, including proper resolution filing and candidate filing period scheduling.

Amends 26 O.S. 3-101 to require municipalities, school districts, technology center districts, counties, and rural fire protection districts to file election resolutions with county election boards at least 75 days before elections held on state or federal election dates.

Requires candidate filing periods to begin no later than 10 days after resolution filing deadline, with option to align municipal office filing periods with state or federal office filing periods for concurrent elections.

Amends 26 O.S. 13-102 to allow municipalities to schedule municipal office filing periods on the same dates as state or federal office filing periods when elections coincide.

Declares an emergency, making the act effective immediately upon passage and approval.
