Amends 44 O.S. 2011 to make language describing the Adjutant General and Governor's military authority gender-neutral throughout relevant statutes.

Specifies that the Adjutant General shall serve at the pleasure of the Governor rather than during the Governor's term, and remains the chief military adviser to the Governor.

Establishes that the Adjutant General maintains control of the Oklahoma Military Department subordinate only to the Governor and supervises the National Guard within state service.

Exempts the Oklahoma Military Department from mandatory statewide contracts when purchasing vehicles to replace those deemed unserviceable.

Repeals 44 O.S. 2011, Section 232.3 relating to armory boards and declares an emergency effective upon passage and approval.
