• Changes gender-specific pronouns ("he," "him," "his") to gender-neutral language ("the person," "such person") throughout the statute.

• Maintains existing requirements that employees receiving training must contract to either continue employment with the Department for a period equivalent to the training or reimburse the Department for training costs paid on their behalf.
